[EngSys] Rush to pnpm Migration

This is to track the Rush to pnpm migration for the Azure SDK for JavaScript.

Includes the following tasks:

  • Create package.json
  • Create turbo build
  • Create workspaces folder
  • Create scripts that mimc Rush capabilities
  • Update Rush documentation to point to pnpm
