Docs repo migration Azure to MicrosoftDocs for azure-docs-sdk-java

The docs repository for azure-docs-sdk-java is moving from the Azure org to the MicrosoftDocs org. There are two places in azure-sdk-for-java where this needs to be changed.

  1. globals.yml
  2. eng/docsSDKCIConfig.json

In both cases Azure just needs to be changed to MicrosoftDocs.
