[storage] state in swagger which values you want as constant

With latest modelerfour, single value enums now no longer default to constants. Should go through the storage swaggers and clearly state which ones we still want to be constants by adding "x-ms-enum": {"modelAsString": false} to these definitions
I see it supposed not what's the next step off here !!!?
