[BUG][RHEL 7.9] WALinuxAgent - STR_COPY:variable has no value

Describe the bug: A clear and concise description of what the bug is.
The WALinux agent is stuck in a reboot loop and won't connect to Azure.
Note: Please add some context which would help us understand the problem better

Steps to reproduce the behavior:
The VM was restored from a snapshot from earlier state (the snapshot was converted to managed disk and the OS disk was swapped), since then the VM agent is stuck in a start loop.
Distro and WALinuxAgent details (please complete the following information):
- Distro and Version: Red Hat Enterprise Linux Server release 7.9 (Maipo)
- WALinuxAgent version:
WALinuxAgent-2.7.3.0 running on redhat 7.9
Python: 2.7.5
Goal state agent: 2.8.0.11

The server WALinux agent runs on has the role of LDAP server.
