Enable a no Azure subscription experience demo

POSS is equipped to support a learning experience without an Azure subscription. We need to remove any hard dependencies or assumptions on Azure / IoT Hub from portal and installer script, because API is already decoupled from all that. Once that's done, we can enable a user to try out some AI scenarios with POSS without any Azure resources or hardware.

As POSS aims to be a learning tool, it's vital we provide this no-friction path.
