Validation errors should return an appropriate error messages

Currently most validation errors are returned to the caller as "Internal Server Error". This is confusing to the callers while becomes a challenges for support to figure out what actually happens.
Instead, the RP should return more specific descriptive error messages to the caller when such a failure occurs.
Move the issues to JIRA instead.
