Review defaults in Helper and Bicep

Review the defaults in the helper and bicep to cut down on number of parameters for the majority of use-cases, and maybe remove some configurations that we should not be advocating for.
For example, AAD and RBAC and no-admin should be true by default,
Can this be combined with the work @nellyk is doing around the default for outbound?
Issue smells stale, no activity for 30 days. Stale Label will be removed if the issue is updated, otherwise closed in a month.
