Support Spot instances for User pools

Spot instances can't be used for system pools, but i'd like to use one for a user pool.
My user pool will be autoscaled from 0 to 2, and i'd like these instances drawn from a spot VM size
Issue smells stale, no activity for 30 days. Stale Label will be removed if the issue is updated, otherwise closed in a month.
