Simplify Nat Gateway selection

Because of the networking requirements around Managed Nat Gateway and User Assigned Gateway, we're creating unnecessary friction in the User Experience by providing both options.
The decision on which type of Nat Gateway should be made behind the scenes based on if the user is doing Default or Custom networking.
