Support API Server VNet Integration

As it seems both private and AKS clusters are going this route for API access it would be nice to have this option. You can read more about this at https://learn.microsoft.com/en-US/azure/aks/api-server-vnet-integration
Issue smells stale, no activity for 30 days. Stale Label will be removed if the issue is updated, otherwise closed in a month.
