1.21 archive version breaks compatibility from older maps

I'm attempting to slowly update a very old map to at least a somewhat more current version of the generator, and while I got it from 0.9 to 1.1 no problem, when I try to update it in 1.21 it throws this error code:
I can see in the background that most of the map has indeed loaded correctly, but I can't interact with it in any way, and the only advice I could find was to re-generate the rivers (which did not help).
The archive says that the generator should be compatible from version 0.9 up, so I don't believe this is expected behavior for the program?
Hello, can you share the .map file (you will need to zip it to add here)? Also you don't need the versions in between, the map, if data is valid, should be updated right to the current version in one go.
