Provinces' labels positions reset

Describe the bug
The labels of the provinces don't mantein the assigned position when toggling provinces.
Steps to reproduce
- Toggle provinces' labels
- Change their position
- Toggle provinces off and back on
Expected behavior
The assigned positions should remain the same

Province labels are not stable by design. One day that should be reworked, but it's not a priority.
