Misplaced labels for locked states on regeneration

Describe the bug
Labels of locked states get placed on wrong states when states get regenerated.
The labels can not be fixed with a click on label regeneration.
Steps to reproduce
- Lock some states
- Regenerate states
Expected behavior
State labels being positioned within state borders.

Regenerating states with only one unlocked also fixed my broken existing map.
