Max size culturesets not equal to available cultures

Not sure if it's a bug or not , but the antique and dark fantasy culture sets have a maximum number of cultures you can set that are lower than the number of available cultures in that set.
Antique: max in ui: 10, available in set: 16, according to wiki: 15.
Dark Fantasy: max in ui: 18, available in set: 34.

I believe it was intentional to keep some variety and cultures number in expected range
