[Simplified Donate Block] Use Newsletter Lists feature for signup option

Is your feature request related to a problem? Please describe.
Automattic/newspack-newsletters#873 added features to manage the connected ESP's lists in the Newspack dashboard UI. These lists can be shown in Subscribe and Register blocks to allow readers to select one or more lists to subscribe to. We should use the same features and UI for the Donate block as well.
