Default values from the collectory are not used in rowkey construction

For example, dr820 has a default institutionCode of ANBG and a key terms of [institutionCode, collectionCode, catalogNumber] if not specifically specified, then the resulting roykey is dr820||CANB|820003.2 with the ANBG entry missing.
This is a problem when a new load comes in where institutionCode is explicitly given, despite there being no functional difference.
