Issue with docker container when trying to view web page on port 5000

run docker commands with docker file had to add python3-pip instead of python-pip, with those commands the docker build runs fine and i run the docker run that is also good but when i try to browse to the contain vai tcp 5000 I get a reset from the container like the web service is not running on tcp 5000?
