Create separate admin/user commands

Separate /docker, /list and /permission into two commands each. One for users, one with extended options for admins.
Optional: make /docker list preconfigured containers instead of having a text field for custom input. Will greatly improve user friendliness
Closed as there is a better solution given in issue #26
