pip failed to install torch-npu

Seems pip cannot find torch-npu package. also tried with no version tag but no luck.
platform: ARM + 910B
$ pip3 install torch-npu==2.1.0rc1
ERROR: Could not find a version that satisfies the requirement torch-npu==2.1.0rc1 (from versions: none)
ERROR: No matching distribution found for torch-npu==2.1.0rc1
You may need to check the pip source
