Improve the help command

Currently I'm holding back on adding too many new commands. The reason is that the response of the help command will become too big for Discord to handle. As it stands right now, there's no fallback system if it fails.
The command should be improved with a paged response. Maybe utilize/abuse the reaction system as a next/previous page option?
