Keyboard and Language are swapped

Describe the bug
After the installation the keyboard layout and language are swapped.

To Reproduce

  • boot from antergos-18.12-x86_64.iso (downloaded Dec-09-2018, Cnchi 0.16.21)
  • in the boot options keep the language at English, but change the keyboard to German
  • boot
  • install (keeping the installation language at English, location Germany)

Expected behavior

  • after installation (booting from hard disk) the system language should be English and the keyboard layout German, too
