APNG Images Not Loading

What happens when the bug or crash occurs?
Whenever an APNG(with the first frame skipped) link or direct post is sent, the image is completely transparent/not loading. It is possible to view it by just pressing on it and seeing the full image, but obviously that doesn't fix the issue.
What is the expected behaviour?
For the image to be previewed in the chat, rather not loading unless opened. This problem was not happening a few months ago.
How do you recreate this bug or crash?
- take any APNG image where the first frame is skipped
- send it in any chat

It might be related to the GifPreviewFix coreplugin. requesting that URL with ?format=gif returns 415 Unsupported Media Type
