make installer fails

To Reproduce
Steps to reproduce the behavior:
make installer using Install macOS Mojave on Catalina 10.15.1 fails. VirtualBox version is 6.0.14.
Log follows:

I had to make the ISO File on a Mojave machine. The rest of the scripts work fine. Something in the Installer file is being blocked by Catalina.
