Mention the usage in GitHub Action

Unlike actions/setup-go@v2, golang-tip doesn't not (and can't) set environment variables like GOROOT. Some tools rely on on them instead of go env GOROOT. See shogo82148/actions-goveralls#214

Maybe just ask actions/setup-go@v2 maintainers to support golang-tip directly
