Make sure we have tox build our docs to ensure nothing is broken along with our tests.

Describe the bug
When we make changes to docs we are not running the build to confirm nothing is broken in the sphinx docs. We should use tox to build our project, run our tests and build our docs. As we have bots that will run our e2e this check on the docs working is important. As we will later on add automated webhocks to auto update docs. Via commits.
Issues go stale after 90d of inactivity.
