[BUG] Task manager crashes without classic task manager installed.

Describe the bug
Task manager crashes with the classic theme enabled.

Reproduction
This occurs whenever I attempt to launch task manager with the classic theme enabled, and without classic task manager. The bug no longer occurs with classic task manager or without the theme enabled.

Environment:

OS: (Win10 ver 19042)
SCT Version (1.4.0)

This issue is already known to us and as a workaround the Windows 7 Task Manager is offered for install within SCT.

We can't fix this unless we found the root cause of modern Task Manager crashing.

I don’t think we should keep this open. We have #28, which when implemented will inform the users of these types of issues.
