menu customization doesnt seem to work right

everything is perfect except the menu, which doesn't display correctly. it shows it as an almost pure white color no matter what color i set it to (and it shows as the desktop background color in the preview)
this fixed itself at random a long time ago but now its happening again. is there a way to fix this that isnt getting lucky
it actually shows the menu bar in the preview this time, but it still forces it to be white
This is a dialog inside Windows, not SCT. Therefore I cannot modify it to work consistently.
