Open UTF8 encoded file and BOM was displayed as corrupted charracter.

default_fileio_encoding seems to have some dependency on SJIS

I add Vdefault_buffer_encoding which has default UTF8 and rollback Vdefault_fileio_encoding to SJIS.

This is critical problem for my use.
So I released this as v0.2.2.256
