Bug: Data set to "Hidden" is treated as "Draft" in UI and elsewhere

Current Behavior / Expected Behavior

Note: this bug was fixed in v17.00 already, but we're still opening the issue because we only now understand it, and want to be sure it was documented.

Reason was that the system was using an incorrect Mechanism to detect is-draft, which was modified in v17 so it works as expected now.

Your environment

• 2sxc version(s): 16.09 and probably all the way back to v15 or even v14
