预期情况

turn on tun mode even with a json file

实际情况

when you turn on TUN mode on a json config file ( like fragmented configs that uses json) the TUN mode will nut start and in control panel there is no TUN network card and it just doesn't work

复现方法

add a JSON config file with fragmentation enabled on it ( for me interval was 0 and tls hello 10-20) and then turn on TUN, it wont work

日志信息

no log becuase no connection uses TUN when it's enabled on a json config
