Onboarding Wizard flow: scroll position being retained when going through steps

While user is creating a garden, in the onboarding flow, the stepper component is scrolled to the previous page scroll position. Ideally this should scroll to the top of the header.

This happens on the smaller screens where the user has to scroll down a bit to click on the next button
