Update the gov-banner to start out hidden

USWDS will hide the "An official website" banner when it loads, but there's a momentary delay between when the page is first rendered and when the USWDS Javascript runs. During that moment, the banner is expanded, resulting in a "flicker" when pages using this theme first load. This is identified in 18F/18f.gsa.gov#3460.
