set up demo site as a proper site

Background information
We have the long, confusing Federalist preview URL (https://federalist-proxy.app.cloud.gov/site/18f/uswds-jekyll/) linked from the repository homepage. This theme is widely used in TTS (and beyond), so we should legitimize the demo site. Particularly important if we use that site for documentation (#215).

Acceptance criteria
- Site launch checklist complete
The assignee can add some checkboxes as a "sketch" of the steps to complete, which may evolve.
This project is in maintenance mode, so closing.
