Footer links don't have the proper hover behavior

When you hover over these links, your cursor doesn't switch to a hand/finger, but stays as a typing cursor.
(using current version of Chrome, on a MacBook Pro)
There's actually a tiny flicker of "finger" cursor before it turns back into "typing" cursor, so perhaps there's some kind of overlapping style that's mucking things up.
Closing as stale, on the assumption that the need will resurface if it still exists.
