Add a configurable theming option utilizing YML
Allow user to plug in color values and update the site color scheme.

- USA banner
- Top navigation
- Side navigation
- Primary footer bar
- Footer
- Hero
- Buttons
- Links
- Alt color section (usa-dark-bg)
- Document how to use colors.yml and fonts.yml
