fix lock accessibility

A usability & accessibility note: We have an open issue in the UX Guide to address the usability issue that people frequently don't recognize that the lock means they can not have access to the linked item. We get doc access requests a few times/week from people w/non-gov email addresses who have clicked on the Google 'Request access' button after following the link from the Guide. The Handbook version of Private Eye has a title attribute to explain that the "link is private to TTS," however the title attribute is problematic for accessibility.

When we have a recommendation for augmenting the icon, we'll add a comment here.

Given the resolution in the linked UX guide issue, I think the fix may be advising folks to write descriptive links for those internal-only docs, rather than attempting a solution within Private Eye.

That's a slightly different thing: this is providing accessible information around "this is not something you are going to be able to access unless you're TTS/GSA staff."

I understand. I'm suggesting that the best approach to that may lie with the author, not the tool.

I think that would require all the links to say "check out the spreadsheet (only accessible inside GSA)." Private Eye exists to save that trouble.
