Add language to the about page that explains "4 phases"

Background
This issue is to address the feedback we got from a user at the CDC in March 2022:

I'm new to human-centered design. I'm on the About page (https://methods.18f.gov/about/#). Under the section of the page titled "Using the 18F Methods," the first sentence reads, "The 18F Methods are broken up into the four broad design phases your team is likely to go through during a project."

Nowhere on this page does it say what the 4 phases are or how to access information on the 4 phases.

After looking around a bit, I realized (hopefully, correctly) that the 4 phases are noted by the first 4 tabs at the top of the page: Discover, Decide, Make, Validate. Is that correct? If so, then why is there a 5th tab, Fundamentals, that has cards like the other tabs do? Fundamentals isn't a phase, is it? If it's not a phase, perhaps Fundamentals should precede the 4 phases.

If you could add language to the About page that tells people what the phases of user-centered design are and tells readers where they can find information about those phases, we could consider updating our course by hyperlinking the term "user-centered design" to your site.

Adding the following after the sentence that reads, "The 18F Methods are broken up into the four broad design phases your team is likely to go through during a project," would be helpful:

"The four phases are Discover, Decide, Make, Validate. [Have those 4 words hyperlink to their tabs/pages]. We provide cards that walk you through the steps of each phase and cards that deal with the fundamentals. [hyperlink to Fundamentals]"

Then continue with the existing sentence "While some cards refer to other methods, you may use them independently."
