Reproduction steps: While not logged into Google using an account that this Google Form may be shared with specifically, from the readme section: suggesting new methods, click the link on the Google form to try to suggest a new method. The form says "you need permission".

Definition of done: Any user able to fill in a google form submission

@TiffanyAndrews Are you able to find this form in Drive to check permissions? I don't find it when I search, and can confirm that it is not available unless to visitors who aren't signed into Google.

This is in the Shared Drive: 18F Methods > Content folder.

I changed the permissions to accept forms from non-GSA submissions
