Update design tool guidance

As a new designer, I want to be able to easily find what tools I can use and how to request access. But, some of this content is out of date.
Things that need adjustment:
- Invision is no longer available, and references needs to be removed
- Unlike other tools, Figma doesn't have a handbook page or link in the Tools section of the home page
- Clarify the process for requesting Figma and Sketch licenses. New 18F designers email the 18F design tool holder to access cloud Sketch and Figma, not GSA IT. Is this the process for other TTS designers? Same for desktop app access?
- Maybe more?
Things to consider:
- Many designers use USWDS with these tools. Should we include links to USWDS design assets?
- Maybe more?
