Welcome notification for new hires

When a new hire joins Slack, it would be a huge help for the acting onboarding lead to receive a Slackbot notification. New hires join at different times in different timezones, which leads to sitting in #general-talk trying to be on top of things—or getting sidetracked with other work and then missing new folks coming in.
I would be happy to help write the notification, but ideally Slackbot or Charlie would:

Welcome to 18F, @username! :tada: - Notify the onboarding lead:
@username just signed in for the first time! - Invite @username to #newcomers, #questions, and #18f-classes
