When announcing holidays, Charlie just says @ and not @here

In the code, it's using the string token <!here|here> which used to trigger the @here mention. It seems like maybe Slack changed the rules on that one again.

Here's the documentation: https://api.slack.com/reference/surfaces/formatting#special-mentions. It looks like <!here|here> not only ought to work, but is recommended. So... I dunno.
