Update US Code bot to be more succinct

For longer code references, Charlie will happily post 10+ messages full of tons of text. Instead, maybe we want to limit Charlie to just one message and if the total text exceeds that one message, truncate it and include a link to the full text instead. The link to the full text could open a modal or it could link out to Cornell Law.

Hypothesis: Charlie should post a message that just lists the title of the requested section and a button to open the full text in a modal. Then we a) don't drop a bunch of text people don't necessarily want and b) don't have to figure out how long messages can be and truncate accordingly.
The bot should probably include a link to Cornell Law in any case since that's the source it's drawing from.
