Allow optional "scoping" of Coffeemate

From @anilchaudhry-TTS on Slack, it would be helpful to optionally scope coffee requests.
Implementation recommendation: allow adding a scope to coffee me requests, and then anyone who uses the same scope can be matched for coffee. Leaving the scope off would put the user into the general queue.
E.g.: coffee me coe puts the user into a "coe" coffee queue, where they will wait until someone else types coffee me coe.
