Feature Request: Happy Tock

If Angry Tock finds no truants, how about having Happy Tock post in a very public channel, like #18F congratulating them?
Obviously this is a low priority request :-D
AFAIK, this has only happened twice. All the more reason to celebrate it! Kinda curious what others think, but it might be fun to slip it in as a nice easter egg that we just stumble on someday.
