Update salesforce sync job to use custom contact ID as remote_key instead of application ID

The Salesforce sandbox did not reflect the hierarchy of the production site. The production site will have applications grouped to a single contact in the case of duplicate entries.
Update the sync job to query contact field instead. Show last application submitted? Show all?
