Non-functional requirements

In Section 4.0, Requirements of the PWS, lacks non-functional requirements, such as user load, response times, operational SLAs (availability, recovery, etc.). Do you expect specific non-functional requirement to be met or at least considered in design?
We expect that these non-functional requirements will be based on user-research and prioritized by the product owner.
