update node packages
moving this work upstream ahead of other in flight work #736
new semantic updates and lock file are on stage https://analytics-staging.app.cloud.gov/
We will do some review over the next 24hrs to see if there are any issues on the cron jobs, before preparing to move upstream to main
These updates have been successfully deployed to production
