Add application performance monitoring

As a system admin,
I want to be able to view web server utilization (CPU %)
And I want to be able to view service utilization and capacity (CPU%, storage, and sizing considerations [for example: a 1GB service limit])
So that I can better plan for system capacity
And so that I can better observe and respond to system performance, patterns, and behavior
If there is a small safe daemon with constant memory usage that exposes CPU usage as a zpage?
