It took me around 40 minutes for the 2018 and 2017 games to update the js. For a real game that has to be more accurate, it could easily take me an hour. Additionally, this is only the js code. To update the code for the charts, it could take anywhere from 10 min to 20 min. The bad news is I estimate the first 5-15 minutes to not be able to occur at the same time, but the rest of the time should be able to be done at the same time (w/ more than one person that is & this assumes that they both know what they're doing).
Accounting for all of this, a moderately experienced (familiar with the code of past years) team of two people should be able to complete a new FRC game simulator in 45 to 75 minutes.
Also, note that this project is not good at deciding what's the best way to score.
