Minimal viable account compilation (tracking)

This is a tracking issue for everything needed for a user to be able to compile an account and note script code.

Goal

A developer should be able to compile an account code in Rust (like basic wallet example) with a public API defined in WIT. The account code should be able to use the kernel tx API and stdlib. The resulting compilation artifact is a MASL file (not a Miden package) suitable to be run on Miden VM.
